government even taking a stake in the chipmaker, the Korean giant appears to see opportunity in aligning with ‘Team Blue.’ According to reports from Taiwan Economic Daily citing Korean sources, Samsung is exploring a strategic partnership with American chip firms – most notably Intel – to gain favor with Washington and to shield its U.S. operations from potential tariff fallout.

For Samsung, the potential tie-up isn’t about replacing its own advanced node ambitions. The company is still pushing ahead with its Taylor, Texas facility, which aims to produce 2nm-class chips. Instead, the partnership may play out in complementary areas, such as Intel’s packaging technologies. Intel has recently stepped back from glass substrates, a field Samsung Electro-Mechanics is now aggressively pursuing. With several Intel engineers already moving to Samsung’s U.S. operations, the two sides could find common ground where Intel licenses its know-how while Samsung develops end solutions.

Still, questions remain. Intel’s 18A process is yet to prove itself with internal products like Panther Lake, making it unlikely Samsung would adopt it soon. Meanwhile, Samsung’s ambitions in foundry independence clash with the idea of sourcing from Intel. But on a geopolitical level, the move makes sense: a handshake with Intel could buy Samsung goodwill in Washington, especially under an administration that sees semiconductor power as a pillar of national strategy.

In other words, Samsung doesn’t necessarily need Intel’s chips – it needs Intel’s political capital.
