China Moves to Limit NVIDIA AI Chips Amid Domestic Shortcomings

China is tightening its stance on foreign technology, with reports indicating that lawmakers are pushing for a complete ban on NVIDIA’s AI chips, particularly the H20 accelerators. The move follows growing unease about the nation’s dependence on American hardware and the fear of hidden security backdoors.
China Moves to Limit NVIDIA AI Chips Amid Domestic Shortcomings
Beijing’s Cyberspace Administration has already launched an investigation into these chips, suggesting that political and strategic concerns now outweigh convenience.

The backdrop to this push is a heated exchange between U.S. and Chinese officials. Remarks by U.S. Commerce Secretary Howard Lutnick, who claimed Chinese developers should be kept ‘addicted’ to American tech while being denied ‘the best stuff,’ sparked outrage among China’s leadership. For many in Beijing, this was seen not just as condescension but as a reminder of how much leverage Washington holds over China’s AI future.

As a result, domestic firms are being nudged away from NVIDIA’s ecosystem. Reports suggest several Chinese companies have reduced or canceled their H20 orders, signaling a coordinated effort to cut reliance on U.S. products. Instead, local giants are pivoting to alternatives from Huawei and Cambricon. While these chips are currently considered adequate only for inference tasks, Beijing hopes that with scaled production, they can meet broader AI demands within the next year.

Still, the reality is sobering. Despite the political push, China’s most ambitious AI efforts continue to rely heavily on NVIDIA. A clear example came with DeepSeek’s delayed R2 model, which faltered when using domestic silicon before ultimately reverting to NVIDIA’s hardware. For now, American chips remain indispensable.

The struggle illustrates a larger truth: China’s policymakers want technological independence, but their hardware ecosystem isn’t ready to carry the full weight of the country’s AI ambitions. Until then, NVIDIA – despite political headwinds – remains at the heart of China’s AI race.
